Our Project Partners

FQHCs and Look-Alikes

GBA works with current and prospective Federally Qualified Health Centers (FQHC) and FQHC Look-Alikes (FQHC LAL). The Health Center Program is administered by the Federal Health Resources and Services Administration (HRSA) Bureau of Primary Health Care (BPHC).

For more information on the Health Center Program, please visit HRSA.

CCBHC-Certified Community Behavioral Health Clinics

GBA is dedicated to the advancement of Certified Community Behavioral Health Clinics (CCBHC) across the nation. We assist prospective and currently funded CCBHCs with all phases of their program, from compliance to sustainability.

GBA helps by providing guidance on CCBHC criteria and requirements, advising on program readiness and design, drafting the proposal and preparing the grant application, demonstrating compliance through the attestation process, and assisting with implementation through the creation of policies, workflows, protocols, operating manual, and other logistical and programmatic components.

GBA also serves as CCBHC program evaluator and provides technical assistance on evaluation and reporting to the Federal Substance Abuse Mental Health Services Administration (SAMHSA).

Please visit our sister website, CCBHC Support, for information on our services and the CCBHC Program.

Consultants – Project Partners

GBA often works as a sub-consultant specializing in community data, needs assessments, and GIS mapping.

State and Local Government

GBA contracts and subcontracts with California state agencies and with county and city governments across California and other states.  GBA writes grant applications, provides needs assessments, and evaluates health and human services that are externally funded or by the municipality.  Recent projects include grant writing and the evaluation of juvenile justice and adult probation and public defender office-funded services.

Native American Indian Tribes and Support Organizations

GBA works with Native American organizations and Tribes, providing grant writing, needs assessment, and program evaluation services. In addition to serving as program evaluators for several federally funded Substance Abuse and Mental Health Services (SAMHSA) grants to Native organizations, GBA has written applications and provided evaluation services for state-funded initiatives. Additionally, GBA has served by subcontract as an evaluation and technical assistant consultant for the Indian Health Services (IHS) and the Agency for Native Americans (ANA), working with grantees from across the country on local and cross-site evaluations. We are also acquainted with the literature concerning the impact of historical and intergenerational trauma and unresolved grief on the health and well-being of individuals and families. GBA staff have published refereed journal articles on conducting evaluations within Native American communities.

Health and Social Service Organizations (Veterans, Youth, etc.)

We work with small and large community-based, health and social service organizations on program development, grant writing, and reporting.  Services include needs assessments, strategic planning, program evaluation, and management consultation.

"After we received our SAMHSA CCBHC PDI Grant, we engaged Gary Bess Associates as our Project Evaluator. They have been more than just a “Project Evaluator," they have worked with us on just about every aspect of the CCBHC project. They essentially handed us our Diversity Impact Statement when we started the CCBHC project. This was a tremendous help when we were overwhelmed with work and information during the initial months of the project. GBA has been able to help us with any questions concerning the CCBHC criteria and supported us through the evaluation and data planning process working with us on our sampling plan, the list of measures, and our internal data collection process and plan. We worked with GBA on our CCBHC Attestation and the supporting documentation. GBA provided us with a roadmap to develop our Attestation document and provided us with support, suggestions and help along the way. If you work with GBA, follow their roadmap and put the work in, you will be successful with your CCBHC. They are a pleasure to work with. GBA and their staff have been the best decision I’ve made through our entire CCBHC journey and my staff feel the same way!”
