Implement CCBHC & Demonstrate Compliance
Implementing a CCBHC program will substantially change the way behavioral health services are provided in the organization. Workflows, policies, procedures, staffing, services, partnerships, and training, will all require an update. Demonstrating that all CCBHC Criteria are met (typically within the first year) can be time consuming, cumbersome, and challenging. To assist organizations new to this model (SAMHSA grantees or clinics seeking certification form their state), Gary Bess Associates (GBA) offers the services below.
PROJECT MANAGEMENT CONSULTATION (6-12 Month Duration)
GBA will work closely with the key personnel and other designated team members to launch the program. We will help organizations understand the program and requirements, and help manage the deliverables. We will assist organizations to: (a) facilitate timelines for program deliverables; (b) help develop workflows for implementation; (c) provide guidance on implementation and compliance; (d) assist the Evaluator to organize and establish a comprehensive evaluation plan with data collection procedures, tools, and dashboard template; (e) provide guidance and structure for completing the Attestation/ Certification and all supporting documents that demonstrate compliance with the program; (f) provide guidance on completing the Needs Assessment and other documents required by SAMHSA or your state. By the end of the year, the organization will be prepared and confident to continue implementation of the CCBHC program.
CCBHC ATTESTATION AND POLICY PACKAGE (A LA CARTE)
Each organization must demonstrate full compliance of the CCBHC program, for every rule in the CCBHC Criteria, to SAMHSA or their state. This is achieved through a process called “attestation," or "certification." GBA's CCBHC Attestation and Policy Package provides grantees a solid structure and starting point for completing the Attestation/Certification, which is a time consuming and arduous process. The package includes: (a) Attestation template (Excel), listing every criterion to be addressed, with sample language or instruction for each, and suggested supporting documents to reference; (b) list of required and suggested supporting documents; (c) a CCBHC Policy and Operating Manual to be customized by the grantee; and (d) a virtual meeting to orient grantees to the process, use of materials, with instruction for completion of the Attestation/Certification. While GBA is available for assistance along the way, this package is meant to be completed by the organization. We recommend the organizations allocate a minimum of 4-5 months for this process. CCBHC COMMUNITY NEEDS ASSESSMENT (A LA CARTE)
CCBHCs are required to complete a CCBHC Community Needs Assessment within a few months of award for SAMHSA funded clinics, and typically before applying to their state (though timelines vary by state); and are to be updated thereafter every three (3) years. The purpose of the CCBHC Community Needs Assessment is to inform on the implementation of the program, and to ensure there is inclusion of the consumer voice in the program. GBA provides: (a) secondary data of the service area, to include demographics and behavioral health disparities; (b) research and review other recent needs assessments conducted in the area; (c) primary data through the development of online survey to ensure inclusion of patient and community voice; (d) stand-alone report of survey results for presentation to stakeholders; and (e) a full Community Needs Assessment report for submission to SAMHSA or your state.
